Welcome from the Chair
On 23rd March we marked 2 years since the first lockdown of the Covid pandemic.
The National Day of Reflection afforded us the opportunity to come together and support those who are grieving the loss of friends, colleagues and loved ones.
It also gave us time to remember and honour the millions of people who have lost their lives during the pandemic.
It would be remiss of me not to acknowledge the ongoing conflict in Ukraine and the devastation it continues to cause and the scale of the humanitarian crisis.
Millions of people have been displaced from their homes and are now seeking refuge in neighbouring countries and further afield.
In North Yorkshire work is already underway to look at how we will support people as they come into the county – and the NYSAB will work alongside our partners and communities to ensure people are welcomed and safe.
Amongst the devastation it is heartening to see the acts of kindness and humanity shown to those displaced by war whether it is offering food, shelter, protection, or their own homes – people have come together to demonstrate the very best of humanity.
We continue to experience a great deal of change and uncertainty at a time where many are already feeling drained and exhausted. So, in ending, as well as giving thanks to everyone who continues to work tirelessly – I also encourage you to take time for yourself – whether this be taking a break from work to spend time with loved ones, walking the dog in the fresh air or simply enjoying the flowers of springtime – take that time out and be kind to yourself.

Partnership Learning
The North Yorkshire Community Safety Partnership (NYSCP) carried out a domestic homicide review (DHR) of the death of ‘Emma’ who tragically died in 2019. The report for ‘Emma’ has now been published and is available here on the NY Partnerships website: DHR – ‘Emma’
The report, its findings & recommendations will be presented to the NYSAB Learning and Review (LAR) sub-group in April
One Minute Guide – Partnership Information Sharing Form
The Partnership Information Form gives professionals a safe and direct way to share information with North Yorkshire Police.
Information shared may include:
• Information about a concerning incident
• Suspicious activity
• An unusual exchange between two or more people
• Something that makes a professional uncomfortable
The information sharing form has recently been updated.
We ask that the One Minute Guide to Information Sharing is shared throughout your networks and organisations.

SAVE THE DATE: Safeguarding Week 2022
Safeguarding Week 2022: Monday 20th – Friday 24th June
Hosted by the safeguarding adults boards, safeguarding children’s partnerships and community safety partnerships from North Yorkshire, York and East Riding – the Safeguarding Week campaign affords us the opportunity to feature inspirational expert speakers from the safeguarding community.
Following the success of our on-line conference last year, we will be following the same format this year – hosting a week of virtual webinars, presentations and workshops; for both professionals and members of the public.
Registration for the workshops and presentations will open in May.
We look forward to sharing the full programme with you then.
GET INVOLVED: Accessible Information Campaign
North Yorkshire County Council are working in partnership with Healthwatch York and Healthwatch North Yorkshire to ensure more people are getting health and care information they need in a format they can access.
They want to hear about people’s experiences – good or bad – and are inviting people to complete a survey to share their feedback. Links to the survey including easy read and BSL format are available here on the NYSAB website:

The online survey has closed but there is still time to complete and return the paper version. The closing date is 22nd April.

NYSAB Homelessness & Safeguarding
Homelessness is a priority area of focus for the Board and its’ link to safeguarding is being highlighted at both a local and national level.
In March the Board a session on Homelessness featuring presentations from Dr Joy Shacklock, Joseph Howard from the National Probation Service and Kim Robertshaw and Clare Willoughby.
The aim of the session was for partners and attendees to consider the question How do we make a difference as a partnership?
We discussed challenging areas of practice, improvements to services for homeless people, creating opportunities and developing processes to better engage with people who are homeless and looked at best practice from other areas.
A number of recommendations were made and will be discussed at the Board in June.
Homelessness, substance misuse & mental health – Safeguarding Week workshop
During the Safeguarding Week campaign – the NYSAB will host a workshop which will focus on homelessness and the links to substance misuse and mental health – specifically the transition of people from services into the community.
Experts from Primary Care, Public Health, Adult Social Care, mental health trusts, and clinical leads will discuss those with multiple disadvantages, what support is available and what more wecan do as a partnership. We will also hear from those with lived experience.
Adult safeguarding & homelessness: A briefing on Positive Practice
The Care and Health Improvement Programme (CHIP) funded by the Department of Health and Social Care (DHSC) and delivered by the Local Government Association (LGA) in association with the Association of Directors of Adult Social Services (ADASS) has a national workstream on safeguarding adults and homelessness.
This is an important piece of work and from this Adult safeguarding and homelessness – A briefing on Positive Practice has been produced.

This consultation seeks views on proposed changes to the Mental Capacity Act (MCA) 2005 Code of Practice and implementation of the Liberty Protection Safeguards (LPS)

Local Safeguarding Partnerships (LSPs)
Local Safeguarding Partnerships (LSPs) are local safeguarding meetings where partners come together across children & adult services to identify the safeguarding need of areas and look to address this need through partnership working.
The groups run on a quarterly basis in:
• Harrogate & Craven
• Scarborough, Whitby & Ryedale
• Hambleton & Richmondshire
• Selby
Each group is looking to broaden membership and you can link with your local group by requesting to be added to the appropriate circulation list by making contact with the business support lead for your local area. Domestic Abuse Update
The Domestic Abuse Act 2021 introduced 7 parts of legislation change that will positively impact on victims, survivors and their children and transforming the response to domestic abuse.
• Part 4 of this legislation now introduces a new ‘Safe Accommodation Duty’ on tier 1 local authorities (North Yorkshire County Council and City of York Council)
• The final NYCC & CYC Domestic Abuse Safe Accommodation Strategy 2021-2024 is available here on the NY Partnerships website
Calendar of Activity 2022 – 2023
The Calendar of Activity brings together the Joint Partnership Campaigns of the North Yorkshire Safeguarding Children Partnership (NYSCP), the North Yorkshire Community Safeguarding Partnership (NYCSP) and the NYSAB as well as existing campaigns and awareness days which the Board & Partnerships will support.
We ask you to help us raise awareness by promoting the campaigns and sharing key messages.
